How do you become not a third world nation?

For anyone who feels like going to war or aiding in a war, some dude (king tong, of the land Kangaru Hops) randomly attacked me a day or two ago. Help is seriously appreciated, cause I kind of suck at war.

OK I'm going to have 1,000 working citizens by tonight so I'm going to start saving up for my first improvement, and I need to decide which one I want. I've narrowed it down to either a School or a Bank.
A Bank costs 100,000 and raises your per capita income 8%.
A school costs 80,000 and raises your per capita income 5%, but after building 3 schools you can build an University (Increases population income by 10%, reduces technology cost -10%).
