That is not what that term means. Blue eyes are from recessive genes; if one of your parents has brown eyes and one has blue, you're likely going to end up with brown eyes, that's a recessive gene. That's why the joke would have been on Hitler had he won, since blue eyes & blonde hair are both from recessive genes.
