I dunno, the Justice League Unlimited Aquaman was a bit of a badass.. I mean that dude cut his own hand off to save his kid.. then he replaced it with a harpoon...to stab people with.
Also, Aquaman wears pants... Namor only wears those stupid short shorts...

I think DC had some kind of company policy about Nazis. Apparently back in the 40s the closest thing that Aquaman fought against were German looking "submarine raiders" and he wasn't involved in any actual wars.

PS Sub-Mariner wins for being the first aquatic hero while Aquaman is just a cheap imitation.
PPS Namor can fly.
