Tortoise has a new retrospective; I haven't heard it, but it's supposedly a really good time capsule of their career. They'd be a good fit for "mid-90's band," though "major impact" is debatable.

Well, if you want to cover the historical aspects, don't write about TVotR, and go back further than the 90s.
I advise you start from the beginning, since you say you're relatively new at this. Don't jump in the deep end before you can swim.
Without telling you exactly what to write about...
Look at these 90s indie rock artist, list what they have in common. Trace these features. You'll realise that entire movements can probably be attributed to 2 or 3 bands. Write about THOSE bands. Not the bands that they inspired. At least not at first.

Yeah, obviously the smart thing for the guy to do is an entire musicology of 90's indie rock before he reviews anything.
You want him to start from the beginning? What does that even mean? The Velvet Underground? Chuck Berry? Jazz? Blues? Germanic marching music? tribal dances?
Entire movements can be attributed to 2 or 3 bands? Seriously, can you name for us the three bands that created 90's indie rock? I'm a big fan and I'd like to know who to thank.
