1984 has a creep element that Brazil doesn't: the ministry of love.  I go for 1984.

And 12 monkeys is pretty dystopic in the whole controlled society thing.

Brazil is miles better than the frankly-fairly-average 1984 film which gets props mainly for the pitch-perfect casting of John Hurt.  'Course, Brazil is pretty darn incredible and even better than the novel in my opinion.

BRAZIL all the way, no question. 1984 was a crap film, poor production values and really fairly boring. Brazil's one of the great movie's, funny, frightening, exciting.

Robert De Niro really wanted to play the part of Sam Lowri, but the part had been promised to Jonathan Pryce, Robert De Niro wanted to be in the film so badly that they had to pencil in Harry Tuttle for him.
