It depends on the usage and geographical location, probably. EG: when I say "assless chaps" it is NOT the same as when I say "chaps". Chaps would indicate the wearer is wearing jeans underneath, whereas when I say assless chaps, that would indicate that is probably all they are wearing on their bottoms.
Geographical location comes in to play though, because people here DO wear chaps. We do have real cowboys and ranchers; thus not all chaps would be assless in our vernacular.
