Not necissarily; I have several corsets and I often find myself unable to wear them without a bra because the material rubs on the boob weird and sometimes hurts. Also boning is a pain on the boobs. (For those who don't know, boning is the stuff they put in corsets to keep the shape)

Then clearly your corsets are sub-par. For one thing, if you are wearing them regularly or for a long period of time (all day, perhaps) you should be wearing a liner or a camisole underneath to protect the corset from your body sweat and oils and your skin from seams. Boning should not poke into you anywhere, and if it does you need to take your business somewhere else, because the manufacturer obviously does not care about the quality of his products. Your corset should never bow and bend into your stomach or chest or breasts, especially since it is supposed to be supportive to all of those.
