According to IMDB, there is a Cobra Commander, so it makes sense that Destro will be the arms dealer supplying the fledling CC with the arms he needs to create a terrorist organization.
Do you remember how Cobra Commander was a used car salesman before he started a terrorist organization? Did you really expect anyone to make a good movie about that?
