Any potential for showing armpit hair should be avoided, without question, in every situation (save for times such as swimming, or when you absolutely must be unclothed). So either shave, or don't wear sleeveless tops. That goes for girls and guys both.

I really hope you don't mean that guys should shave their armpits if they want to wear tank tops. Because please don't! Trimming, maaybe, but no shaving, unless there's a good reason to (apparently it can make swimmers faster?). I don't think armpit hair on guys is bad at all, but then again, I also don't mind guys legs, so what do I know?

I honestly think that armpit hair is weird and guys look better without it, too.

Legs I'm fine with. There's something about pit hair, though, that's just plain gross. Especially in larger-than-average quantities.
