Good to hear it hasn't reached other continents yet. Apparently it spreads like cancer, so watch out, Americans! Soon your hometowns will be crawling with girls who looks like they just got out of bed, put on their morbidly obese boyfriend's sweater and forgot to put on pants.

Oh man, I love tights as pants. Because it's like not wearing pants but no one will call me a slut.
Also, I like the way it looks. I've worn purple tights with my black boots, a black large slouchy sweater, and some bigger jewelry. I like it. A lot.

Tights as pants works well with larger, bulkier jackets etc. It balances them out nicely.
Redglasscurls, menswear inspired jackets are coming in pretty popular, and look pretty nifty. I'm not too sure about vests, however. When I see a vest, unless it's done remarkably well, I usually think they look dated and kinda weird. The fact that it's tan probably doesn't help too much.
On second thoughts, have you tried it with something underneath that covers your shoulders? Perhaps a loose, vaguely dressy shirt could work wonders.

You see less with my tights than you do with my jeans.
