I heard once that Masami Ueda was pretty good but then I listened to his stuff and I thought it was pretty damn generic this day and age.

Aside from Williams and Uematsu, I like Yasunori Mitsuda, who wrote the soundtrack to Chrono Cross--still, for my money, the best game soundtrack in existence.

Seconded.  I thought the music for Hitman: Contracts was especially well done.  I'd also second (or third?) Uematsu - I think the theme from the original Final Fantasy is among the tops for music in a game or a movie - and add whoever did the music for Medieval II: Total War.

JUSTICE GARCIA:
Masafumi Takada, he did the No More Heroes OST. Pure goodness.

Kow Otani is also amazing for Shadow of the Colossus.

Not sure who did it besides the arranged OST, but the music from Mother 3 is also amazing. The arranged OST is by the Crazy Ken Band though.

Whoever did the music for the Game Boy Color versions of Zelda and Pokemon did a damn good job.
