Filching chocolate is a pretty immature thing to do, but at that age there can still remnants of that kind of behavior ("I feel like a candy bar but I don't feel like paying a dollar for it") ... personally, what I'd do is make it clear that it's childish of him, and that you'll start initiating some kind of negative reinforcement (like withholding some regular favor or another) if it keeps up. If you give him a reason to stop it shouldn't be too difficult for him.
