Budget movies and TV shows invert the colors of the screen (and usually go into slow motion) during 'scary' scenes. It's a cheap alternative to real special effects.  :-D

Off the top of my head, the old video game Resident Evil 3 also used color inversion extensively for "scary scenes" - and during interactive cutscenes.
