Strange lag issues in TF2

Yes it is.
Also, what you're experiencing sounds like a network timeout issue. Have you noticed a faulty connection to the server before experiencing these problems? Usually it's a result of regaining your connection literally in the middle of being disconnected by the host, which boots most of your important packets to the back-burner while it deals with other players.

If it's a problem with multiple cores it's not the fault of the Source engine, which has been multi-thread optimized since 2007. Make sure you're running a fully patched version of Windows and that all your drivers are up-to-date (including the AMD multi-core optimizer, if you need it).
