In the play, Woyzeck is subject to a weird doctor's (or professor's) experiments in order to make some money. The doc sets him on a strict bean diet, disregarding all danger to health and psyche. Thus, Woyzeck hears voices in his head throughout the story and tries to explain his ideas of the "second nature" (the world behind the world, which he believes to be real as he sees it) to the doctor.

The panels show one of those occasions where Woyzeck (Marten) is called to the doctor and examined. In the screenplay, this is one of numerous scenes where Woyzecks obvious inner turmoils and confusions are ignored by the other characters, upsetting him and driving him deeper and deeper down a psychotic breakdown spiral.

The more you look at it, the better the strip gets :D

MOST IMPORTANTLY though, he isn't blond. The panel where he is leaning against the table just didn't scan very well.
