I think calling it a sequel will have the same effects on L4D as calling Vegas 2 a sequel had on the Rainbow Six series. Case in point, it sounds more like an expansion pack than a dedicated offering.

Then again, chainsaws.

except as far as i can tell it's going to be packaged and sold as a sequel?

So was Rainbow Six Vegas 2. And I liked the game, but it was built on exactly the same engine, mostly same weapons, models, gameplay. New levels. Sounds like what we'll be seeing here, as well.

that's what fallout: new vegas is going to be too?

also i read reports that said it was going to have a new version of the AI director in it that can generate weather systems and stuff

And also change pathways through levels and whatnot. 

I am pretty excited for the whole Natal dealio. And ME2, Alan Wake, COD:MW2, Dead Rising 2, L4D2, Last.FM and Milo.  And that's just Microsoft's press conference.  There's probably a fuckton more awesome things coming down the pipe.
