I have never been to a con. Well, that's a lie. I've been to KingCon, which was in my hometown, once.

DC would be a really great location. All the museums are free! But I do not recommend going during the summer because it is stupid hot and humid (who decided to build our nation's new capital on a swamp? uh).

I have a friend who works in DC. If that's where it's going to be I am there.

DC? Really? Maybe it's because of all the hiphop I've been listening to and not really being into the government thing but it doesn't sound like a nice place!
I doubt I'd be able to make it anyway but my vote would go to San Fransiscon (read: Napa-Valley-wineries-(I'm-not-driving)-con).
