Completely untrue!  It's great for criticals, especially later in the game if you get sniper (which we're obviously not going to this time).  If you max out luck, you get a critical every time you hit with the sniper perk.

Maxed out luck also makes for awesome random encounters.

But yeah, skill points to melee, and get out of this village already.
