It's more common on the East coast. Cities there are older than in the rest of the US, and have generally existed for at least a few hundred years if they are of any significant size.
Old planning didn't take into account modern advances, but older neighborhoods are rarely completely rezoned, mainly due to historic buildings (again, more of these in the East) and complications from rerouting traffic and utility services.
You must also remember that Europe in general has stricter zoning codes because they had to rebuild half the cities. When they did, they were able to take into account things like roads and electricity. :-P

Only if you restrict yourself to artefacts of European colonisation, and ignore, for example, the ancient pueblos of the Southwest :-D
