JACK boots are facist/totalitarian, but jack boots are not the same as a combat boot imho. For one they don't look nearly as good. (combat boots don't) but jack boots aren't nearly as functional.

Also, the Minotaur is not a result of Zeus screwing a cow. He is a result from King Minos pissing the gods off. In turn, they made his wife fall in love with a bull. She went to the great inventor Daedalus and had a wooden cow made into which she prostrated herself to fornicate with said bull. The Minotaur is the result of said liaison.
Minos then had a labyrinth built by Daedalus to seal the Minotaur in. Daedalus did so and eventually decided "Welp, I better get my ass out of here asap", made some wings for himself and his son Icarus, during the nights from feathers glued together with wax. They eventually took off, with the father warning the sun to not fly too close to the son, because it would melt the wax. Icarus, of course, promptly did so and fell into the sea like a stone.
Eventually, the great hero Theseus came to Minos for some reason or other, and Minos' daughter Ariadne fell in love with him. Theseus was sent into the labyrinth to kill the Minotaur, on a "do this impossible task to gain my favor" sort of thing, on the calculation that he would either die there by the Minotaur, or would kill the Minotaur and get lost in the dungeon.
Ariadne gave him a roll of string which he could use to backtrack his path and he emerged victorious.

The baggy-pants-tucked-into-combat-boots look is pretty bad. It's like they were going for para-military badass, but the budget ran out above the waist, perhaps because of all the money they spend on those shiny new Glocks. Facist though? As others have suggested, I see jackboots as more the thing. And goose-stepping. I don't think NSW's finest have enough style to qualify, though the bright yellow stun-gun is a simply fabulous colour accent!:

I just noticed how the bottom of that stun gun looks just like a mini boot in its own right...
