In Germany, eggs are commonly sold in packages of 10 or 6, sometimes 4. Google images overview.
You can buy single eggs (or as much as you want) on weekly fresh food markets in most towns and some bigger cities (or directly from producers in rural areas).

Oh, hard boiled eggs are sold in single items here in germany, too. They are only available around easter, though, and already colored, too.

Aye, they usually offer different empty egg cartons to put them in. Might depend on the area you live in, me and friends can tell for northern and western areas.

Supermarkets, at least in North America, are laid out to try to make you want to buy more stuff.  Just look at the areas around the checkouts, which are filled with magazines, candy, soft drinks and other things you might purchase on impulse..
