Unless it's a system that functions on voice-recognition - i.e., it really actively starts listening once it's spoken to. Hanners does, after all, say "Station!" before it responds to her.

Then again, he did ask Hanners once if she was decent and if he could appear in her room, so maybe the visual perception in "privacy" zones like bathrooms and bedrooms is linked to the hologram, and audio stays active for monitoring purposes in case he's called-upon...

For the continued safety of station occupants and the efficient operation of the station, Station monitors all aspects of station function and operations at all times.
To allow the human occupants of the station to go about their business without freaking out, Station maintains strict privacy protocols, i. e. he doesn't pop in on you while you're peeing or when you are alone in your quarters unless you request his assistance, there is an emergency, or he just really, really feels like it.
It's a polite fiction, but after a few days you don't even notice the constant presence of the all controlling Artificial Intelligence.
