They're purposely giving themselves a cute-overdose, seemingly getting a rush from the massive cuteness of Momo and Winslow. It's a little strange but then again we know Hanners loves cute things and Marigold's an Otaku so it totally fits lol.

If this was a response to the Twitter peoples... scary! That being said, Neurotically Yours also suffered like that too. Humans, eh?
I would not so much call that a "cuteness overload" as than "massively disturbing".

If it were a cute overdose, I'd ecpect at least Hannelore to be EEEEEEEEEEEEeeeeeee'ing, but she and Marigold are just one step removed ftom "BRAAAIIIIIIIIINNNNNNNNS" As Momo said, this feels wrong, somehow. And I don't like little hats.
Hanners and Marigold moght just both be drunk. Hanners might already be past the YELLING stage.

It doesn't look like they're drunk. Jeph uses a bunch of bubbles above/infrontof a character who is drunk. It just looks like Hanners and Mar-bear are playing a game on Momo and Winslow.
