Also, we should keep in mind that they aren't even necessarily siblings. When Clinton was asked earlier about having a sister, he just said "why do you ask", and "you've met Claire?"
Beside the possibility that two identical characters with alliterative names might actually have no relation whatsoever (which would be kind of cool), it's entirely possible they're clones (If we posit the possibility of opposite-sex clones in a post-Singularity universe, which isn't a big stretch). So that's what I'm guessing.

Well, there's her mother wondering when Hanners was conceived, and Hanners herself saying cloning is something her dad would do.
(I want to meet altered Hanners, although not for a long arc. Gulp.)
