Eh. I think it's more to do with us having a mixture of cultures as well as being one of the fattest countries in the world. I don't think implants would change that much.

Only 3% of women in the US have breast implants, it's not like we give them out at candy stores. Also the average breast implant is 300cc - 400cc, which generally results from a mid C to low D.

I'd think genetic predisposition and weight would be big factors.  Not everyone gains weight in their breasts, but I know that I do.

I had heard theories that drinking milk, particularly with hormones added, might be a cause of both early menstruation and larger breasts, I have no facts on that though.  I know that age of menarche can be influenced by overall nutrition, but I don't know that milk specifically has anything to do with it.

But a glance shows there to be some correlation maybe with dairy consumption:
