I wonder if Momo could just download a swimming lesson and use it to negate any negative buoyancy she might have.

I don't think that physics of swimming work quite like that. IOW Momo cannot produce enough lift by any motion of her arms and legs to compensate for her negative net buoyancy.
We can swim because we have a bit of positive net buoyancy - at least when our lungs are full of air (many people, e.g. my wife, can just float on their backs without any swimming motion, but I cannot do that myself well enough to trust it). We can also drown, because that buoyancy is not enough to keep all of the heavy, bony head on top of the surface (and we eventually want to exhale temporarily losing that air filled cavity). My understanding is that swimming is mostly about bobbing near the surface and synchronizing our breathing with the bobbing motion.
So to be able to swim, Momo would need to have an inflatable cavity/bag/balloon inside her body. Probably judged not to be useful enough to be worth the effort (given that she is not in dire regular need of oxygen).

That brings up the point of how heavy her chassi actually is.
She could maybe produce enough lift by whirling her arms or by having a sort of extendable propeller but it would be quite dangerous for anyone around her, I imagine. Turning the water around her into a malstrom or something.
Anywho, apparently itīs easier to just walk along the bottom of the lake.

Well i suppose this also answers all those questions about if she can stand water, Along with the earlier time when she had a shower. that said if that happened to me i'd probably be terrified.

But mainly that's what you get for using that ridiculous noodle.
