YES. YES IT IS.
It's quite a pain, for the one with the hands, and obviously the one with the hair...even more so if your hands get stuck in your own hair.

Now if only people would learn not to let Emily anywhere near hair... she's building up a reputation. First Momo, then herself, then sort of Marten, now Claire. :P

I don't know whom this is more hairible for, but both are pretty freaked out.
Fluffiness is not a term I'd associate with red hair, though. Redheads have the fewest hair follicles of any hair color, by about 40,000 (blonds have the most), and it's the quantity and fineness of hair that makes it fluffy.
