It hasn't rained or snowed here in a few weeks, and we're not supposed to get any more in the near future. Instead there are warnings about wildfires, given the dry and windy conditions.

The snow has stopped up here. We have some snow banks that are several feet high. Unfortunately, due to the "creative" way they plow, the roads underneath the snow have a layer of ice on them.
Wife and I both drive through the same intersection on our way home, both of us having to stop to turn left. We both slid trying to stop before we turned.

I would say that only massive quantities of salt would prevent snow from being packed into solid ice under the weight of cars and trucks. A regular plow truck is good for removing snow, but can't efficiently scrape off the ice. You need a fleet of these monsters, and more time. Sorry, I don't know what they are called in English.
The Northern Indiana solution: use that salt. Guess what the engine on my Chevette looked like after a couple of winters. And you need to do nearly all the roads.
The Finnish solution: studded wheels for everybody. Not without costly side effects either as the studs wear the paving a bit on those days, when the road is clear of ice.
So a communal solution or people relying on themselves? Pick your poison.
