Someone should have pointed out to Mr. Munroe that it's "Hey Hey Hey Goodbye."

I should know, I heard that song a few too many times growing up.

The same point was raised at fora.xkcd.com. The concensus was that it really is "Hey hey-ey", so you can argue that the latter 'hey' is just an extended ... whatever.

And yeah, it was very commonly played by Notre Dame marching band in the late 80s - undoubtedly also by other bands elsewhere :-)
