I found a cute navy skirt :-) ASOS seems to be hit or miss but when it's good, it's really good.

Sadly that ASOS skirt, which is lovely, is only available in Plus sizes - the smallest is four sizes too big for me :( They don't do any in smaller sizes, the only vaguely similar one isn't half as nice.

I found this in the clearance of Boohoo.com:
It's on sale for 12 and it looks like it has free shipping. I know it looks short, but since you don't have giraffe legs like that model, it might work, depending on how hight your waist is. (it is 44 cm long) (it also looks like there is a free shipping promotion)
Oasis has a nice navy cardigan and a dress that I know is out of your budget, but is lovely.
