I think the reason Penelope and Cosette aren't appearing much these days is that Jeph is not interested in writing them at the moment. I do like his occasional throwbacks to forgotten characters, though, as they're usually well-timed and in good taste.
Penelope is a bit of a Plain Jane, bordering obnoxious at times, so I don't mind that she's not as common a face these days. It's Cosette that I want to see more of.

This wouldn't have made much difference overall, if it wasn't for her recent and sudden banishment from her new home under Coffee of Doom, which tipped her over the (very narrow) edge she was on, leading her to swear eternal vengeance on all barista-kind…
