The diner scene is evidence that Momo has just such a plan, and it's totally in character given the way she facilitated Hannelore/Marigold interaction.

Momo is awesome. I'm a bit surprised she knew all that about May after only having met her less than a minute before.
Ellie:
And seeing them side by side, May's hologram reminds me a bit of Momo's chassis. Similar height and body shape, sans nose and hair with more tails. May just looks a bit taller because of the maid's frilly headpiece.
