I guess I just don't see Faye as being obviously more skilled or deserving of a promotion than the others?
I see 'interview' as a fairly flexible sort of term that can cover a wide variety of different selection methods. The matter should be settled through trial by combat. Preferably battle spatulas at dawn.
(I would also point out that I have never claimed my opinions are sensible or coherent)

Uh, she has like at least eighteen months seniority on Penelope, regularly trains new employees, and actually gives enough of a damn about the place to think up ways to save money and/or boost revenue on her own initiative.

Faye trained Cosette, so there's no way that Cosette has seniority over her. I don't think Penelope has ever shown any signs whatsoever of being manager material - she's never opened or closed, she's never had any ideas or done anything to help the business, she doesn't really care about the shop. It's not nepotism because they are not related. It's a business owner making a sensible and straightforward decision about her business, how is that wrong?
