Wasn't it?  See When the Wind Blows and UK Govt information films. 

It has even been suggested that the advice given was cynically designed to maximise casualties, to minimise the problems that sick survivors would cause any remaining authorities after a nuclear attack.

Kugai:
A lot of it was deliberate playing down the dangers combined with a small level of sheer ignorance despite the examples of Hiroshima and Nagasaki.

It took a long time before the reality of Nuclear War finally sank into the psyche of the general public, and even then a lot of people preferred to adopt the 'Ostrich Mode' when it came to it.
