That's a terrible attack vector, normally eagles will strike from behind like that, but sink their talons into the region of spine we call the "Cervical vertebrae" on humans. This area of the skull is weak and squishy so the eagle gains two potential kill blows by striking in that region, either an immediate nervous system kill or his talons will continue to penetrate through to the brain. For more alpine animals such as mountain goats and big horn sheep (in North America) the eagles will instead strike at the center of gravity while the target is in a precarious position (both species regularly scale nearly sheer rock faces and cliffs) letting gravity do the work of actually killing the prey.
