This has alt text, which is supposed to be an alternative for the use of the visually impaired, describing the image instead of displaying it:

However, what you are looking for is an image title attribute. SMF doesn't support this; but some browsers may display the alt attribute on a hover if no title is present (my Opera does not).
This is how it looks in html (you can't do this - sorry actually, you can):
