Maybe I am reading it wrong but I thought it was trying to decipher if it was a sex toy and if it was not then it is okay to give to children.

How exactly would you make the leap between "Boys/girls?" and "Penis/Vagina?" without equating one with the other? If the toy is operated with genitalia and you're an adult, wouldn't that necessarily mean a trans woman who happened to be comfortable enough with it would be using something for "Men", as judged solely by the presence of a penis, and so on? Hey, that thing you enjoy? It's not for you.

That's just in the specific case. The equating of the two in society obviously has much, much more far reaching, damaging consequences than something like that.
