Is it your birthday? Someone else's that you'd like to celebrate?

Not yet, but close! I'll be 25 on Sunday.

Some forums display upcoming birthdays (where known, of course) on the home page; members can then "spontaneously" wish others Happy Birthday at the appropriate time, typically in a dedicated thread.  This software can also do this, but I haven't enabled it - basically as a privacy thing, but this was my own decision.
