Yes, but they also did a lot for the areas they ruled. Aside from killing anyone that didn't want to be ruled by them, they set up infrastructure (roads, cities, aqueducts) in everywhere they went. You don't have to like the Roman Empire to admit that they did a lot of good as well as bad.
