if you're not sure, overdressed is almost always better than underdressed. a guy in a suit at a casual affair does not look nearly as bad or draw nearly as much attention as a casual guy at a really, really fancy gathering. the former still at least shows that you put time and effort into looking good, whereas the latter is almost always going to make you look thoughtless and inconsiderate no matter what (not necessarily saying that you are, that's just how fancy occasion etiquette tends to be). like mctaggart said you can always take things like suit jackets or ties off but you can't necessarily make them appear when you need them.

And if it's a matter of a formal event turning casual very quickly, a tie makes an excellent headband with a loose collar and open jacket.

Wear the slacks and button down. If you can borrow or get a tie from a thrift store, do so.

But seriously you can get a tie and a blazer for like, 5 bucks total at goodwill, if you're really that broke.
