The first step in making friends with a girl is to stop thinking of her as "a girl" and start thinking of her as "an individual human being with whom I can interact socially because I, too, am an individual human being".
What I am trying to say is that if you just want to be friends with somebody then gender is irrelevant.

Just be polite, say hello nicely, don't be too creepy and don't stare at them like they are a delicious ham sandwhich after 12 weeks without food and you should be fine. You know, the same way you do with everyone else.
Also, unless you are making "friends" for political reasons, be yourself. There is nothing worse than becoming a mask around certain people.
