That makes absolutely no sense unless the author meant 'non-human' instead of 'fictional'.

It could also be a guideline for fictional humans. Regardless, you still need 1. Sapience, 2. Maturity, 3. Consent. Eliminate any one of those, fictional or non, and the answer is DO NOT FUCK.
