That's a one. That's how I write my ones, often - a seven has a line through the stem.

That is normal in continental Europe, as is using a comma for the decimal place.

If that was the case, don't you think it would show up in typography? I don't know of any font or style that has striked sevens. I strike my sevens but my parents don't, pretty sure it varies from person to person.
