It is, but so's the third, and the fourth is right after it. Looking down at the blue guy, the uncle should be on the right, but he's on the left in the fourth panel.

The setting starts to look like some country in Central America. The natives speak English, but perhaps Jeph just translates the dialogue for our benefit. Their reference to "the witch" indicates Alice has performed magic before, and the natives are used to ask her for advice whenever something extraordinary occurs.
The clothes and the wind turbine looks contemporary. But the blue alien and Alice's survival tells us that we are definitely not in Kansas anymore. I would guess that we are in a parallel universe, perhaps a low-tech version of Earth, and Alice has arrived from our world as a kind of foreign aid worker.
The blue boy with the monkey tail might come from another universe, where primate evolution took another route. There might be some kind of vortex facilitating easy crossing between universes at this site. This might also explain why gravity failed to kill Alice.
