I feel like there's way too many possibilities to wonder about that right this second.
1) He might have telepathic abilities that let him pick up languages from native speakers.
2) He may have a purpose in traveling from... wherever... to the current setting and was able to learn the language ahead of time.
3) They could be reacting more to the outburst itself, than what he's actually saying. We may be getting it translated and the other characters will just be staring with their heads tilted as he tries to communicate verbally what his reason for being there is.

I did think of this option but thought it unlikely as comics usually put "<>" around words said in a foreign language.

He wasn't speaking their language. It just sounded like that.. What he actually said in his own language is "The humans can see me! Begin Operation Annihilation!"

No, if that's what he was saying, it would have sounded like "I am Groot."
