I'm pretty sure they appear in every strip set in the practice space, so, like, what's the deal? Are they a design feature? Was someone testing paint samples? Are they indicative of some kind of soundproofing? Anyone have any ideas?

Bands I've been in have practiced at a rental space affectionately referred to as Rock and Roll Hell in Minneapolis which is largely unfinished walls with drywall splotches on them.
This rings totally true to me that they would be playing in a similar space.
