The DORDs were the ones who blinked. They just got tired of being DORDs and wanted to be FORDs (Functioning Orbital Reflector Devices), and that required someone to make them F again.

Given that the DORDs have mentioned that all the humans have ceased to exist, I would think it was a long time after Alice Grove...
