Best guess is that, when Penny checked the rotas, it just happened that Hanners and Emily were the ones with the most common shifts.

Penny says that she and Hanners will split training duty.  Best guess is that Hanners happened to be in charge this shift.  Why Dora's not responsible for any of it, well... because Dora's *delegating* now.
