Or she's there to spring Corpse Witch from jail.  Perhaps Tortura's employer is interested in either eliminating or subduing Spookybot and wants to speak to a witness.  It might also be possible that Corpse Witch was working for this organization all along and Bubbles was actually the bait for luring Spookybot out.
