Again, I'm pretty sure she was white for some reason when the strip was first uploaded. I remember thinking, "this seems like Sam, but those hands..."

She is, as far as we know. I don't think her mother's ever been shown. She has always always had that skin tone. Not every white person has pale skin, some of them are naturally darker. And they tend to tan as well, especially ones who spend a lot of time outside catching frogs and snakes.

I don't think Near Lurker meant white as in Caucasian. I think they meant white as in bone/paper/etc. I either didn't see or didn't notice Sam not having her skintone colored in at first, but it seems that Near Lurker did.

Sam fits pretty well for just being well tanned.
We know she spends a lot of time outside, doing things like exploring swamps.
She is both ripe and sun-dried.

It depends. Jim no doubt runs her through the wash cycle at regular intervals whether she needs it or not.

Faye is not freaked out or repulsed by Bubble's declarations of affection.
Does that mean she accepts them, or that she doesn't realize they're happening?

I think that, at least on a conscious level, she hasn't realised tha they are happening so far. That might now be changing.
